‘EXPRESSION OF INTEREST (EOI)’

FOR EMPANELMENT OF REPUTED RECRUITMENT SERVICE PROVIDERS FOR CONDUCTING COMPETITIVE 

EXAMINATION (S) ON ALL INDIA BASIS: TURN-KEY JOB OR PART THEREOF

Ordnance Factories Recruitment Board (OFRB), Nagpur invites ‘expression of interest (EOI)’(OFRB/EOI/2012/1

dated 9.3.2012), for empanelment of Reputed Recruitment Service Providers in three major areas:

1. Preparation of ‘Question Banks’; Setting up and Dispatch of question papers and OMR answer sheets, for different categories of posts under Group ‘B’ and ‘C’ posts (mostly technical); selection of Trade Apprentices etc.( Empanelment can be for Preparation of ‘Question Banks’ exclusively or for setting question papers and/or with OMR answer sheets or both);

2. Conducting and Managing Competitive Examination (s) for different categories of posts under Group ‘B’ and ‘C’ posts (mostly technical), selection of Trade Apprentices etc. on all India basis through an online platform (Empanelment can be for conduct of examinations with on-line registration of application or for on-line examinations or for both);

3. Evaluating OMR sheets and Declaration of Result including on-line ounseling.

OFRB has been newly formed to conduct centralized recruitment of employees for Ordnance Factories. OFB is likely to recruit approximate 5000 employees every year, besides limited departmental examinations for the post 

of Junior Works Managers & Charge man and selection of trade apprentices across all the factories.

The empanelment would be valid for the next 3 years unless otherwise found wanting in performance. After empanelment, Limited Tenders Enquiry would be issued to such parties from time to time. OFRB reserves the 

right to get turn-key job done through such service providers or part of the job subsequently or to go for OTE (Open Tender Enquiry) in place of LTE (Limited Tender Enquiry).

EOI complete in all respects with documents indicated in the proper pro-forma should reach by Registered/Speed Post in a sealed envelope superscripted "EOI FOR EMPANELMENT OF REPUTED RECRUITMENT SERVICE PROVIDERS " before 2.30 pm on 9.4.2012 at the address given below:

Eligibility Criteria


Following criteria are prescribed for eligibility for the Bidders:


1. Common for all 3 categories of Service Providers:


 ISO 9001 quality certification in the examination process (Desirable);


 Should have handled similar tests for Govt. /  PSU sector on an all India basis for over 50,000 candidates in a single sitting in more than 25 cities in at least two Indian States , at least once in last 3 years;


 Experience of end to end recruitment process in the Govt./ PSU Sector to cover activities like OMR application forms printing and processing, checking eligibility criteria of the candidates, payments (online and/ or offline), admit cards generation, setting, printing of question paper, written test administration, result processing and merit list generation;


 Should have carried out at least 5 such projects for Govt. / PSU sector  in the last 3 years; 


 Annual turnover in last 3 years from the business of providing such services and it should be not less than Rs. Two crores in any of the 3 years;


 Experience of not less than 05 years in the field, with ‘nil failure’ in preparation of question paper, conduct of the examination and evaluation;


 Certificate of Agreement  with OFRB for confidentiality of the entire process; 


 The bidder company or any of its director should neither be convicted by any court of law or blacklisted by any Government concern nor any criminal case be pending against such concern by any government. 




2. Further to above, following conditions are also necessary against the respective job as below: 
   
Question Bank Service Provider: 


 Should have devised essay & objective type multiple type tests in both English and Hindi with sufficient question bank.


 At least once, should have printed a minimum 5000 OMR applications in a single recruitment project of Central/State Govt./PSUs/Leading Public Sector Banks in last 03 years.


 Service Provider should have its own captive printing press for printing of test booklets and answer sheets.Exam Management Service Provider: 


 In-house up-to-date computer (hardware & software) facilities for data processing.


 Minimum 5 years experience of receipt of applications and conduct of written test at multi-locations for recruitment of Central/State Govt./PSUs/Leading Public Sector Banks.


Result Evaluation Service Provider


 At least once, should have processed a minimum 50000 OMR applications in a single recruitment project of Central/State Govt./PSUs/Leading Public Sector Banks in last 03 years.
